Before microprocessors, in the early days of integrated circuits, it was not uncommon for some components to be created off-chip. For this particular chip there are two big black resistors connected to the chip. Not knowing the function of this chip, I can only guess that the resistance required for this circuit was not attainable on-chip. However, there is an on-chip resistor that can be seen at the bottom of the chip (the snake-like structure). Because these chips used some discrete components integrated with the chip, they were referred to as Hybrid chips. The gold leads radiating out from the chip would be used to plug the chip into a circuit board.
